AND INTENT TO REQUEST RELEASE OF FUNDS
This Notice shall satisfy the above-cited two separate but related procedural notification requirements.
REQUEST FOR RELEASE OF FUNDS
On or about February 2, 2018, the City of Galax will submit a request to the Virginia Department of Housing and Community Development (DHCD) for the release of Community Development Block Grant funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Galax Bottom / East View Neighborhood Revitalization Project, for the purpose of improving living conditions for 14 low-to-moderate income households through the provision of housing rehabilitation, removing blighting conditions from 11 commercial properties through façade and property improvements, and improving neighborhood conditions for 22 households through the provision of infrastructure improvements.
FINDING OF NO SIGNIFICANT IMPACT
The City of Galax has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at City of Galax Municipal Building, 111 E. Grayson Street, Galax VA, 24333 and may be examined or copied weekdays 8:30 A.M. to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to Keith Barker, City Manager, City of Galax, 111 E. Grayson St., Galax VA. All comments received by Thursday, February 1, 2018 will be considered by the City of Galax prior to authorizing submission of a request for release of funds. Commentors should specify which part of this Notice they are addressing.
RELEASE OF FUNDS
The City of Galax certifies to DHCD that Keith Barker in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. DHCD’S approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Galax to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
DHCD will consider objections to its release of funds and the City of Galax’s certification received by Tuesday, February 20, 2018 or a period of fifteen days from its receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer or other officer of the City of Galax approved by DHCD; (b) the (RE) has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by DHCD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to DHCD at:

LOCAL BUSINESS AND EMPLOYMENT NOTICE
The City of Galax is preparing to carry out the Galax Bottom / East View Neighborhood Revitalization Project through the use of Virginia Community Development Block Grant Funds. In the implementation of this project the following job types may be available:
laborer, carpenter, drywall hanger/finisher, painter, mason, roofer, plumber, electrician, HVAC mechanics/installers, heavy equipment operator, paving equipment operator.
In carrying out this project the City of Galax, its contractors and subcontractors will, to the greatest extent feasible, utilize qualified persons who permanently reside within the City of Galax or Carroll County for employment and training positions.
