CITY OF GALAX
McARTHUR STREET SIDEWALK IMPROVEMENTS PROJECT
Separate sealed Bids for the construction of the City of Galax McArthur Street Sidewalk Improvements Project will be received by the City of Galax, in its offices at 111 East Grayson Street, Galax, Virginia 24333 until 2:00 p.m. local time on October 16, 2019 at which time the Bids received will be publicly opened and read aloud.
The project involves removal of existing sidewalk and replacement construction of 780 LF of new 4’-6” reinforced concrete sidewalk, removal of an existing concrete retaining wall, and construction of 800 VSF of pre-engineered segmental block retaining wall, and related improvements.
Total Bid Price shall be the sum total of all individual unit price bid items and lump sum items. The Project is funded through the Virginia Department of Transportation (VDOT), EN17-113-267, UPC #111311.
MBE/WBE firms are encouraged to submit bids. Bidders must comply with the following: the President’s Executive Order # 11246 prohibiting discrimination in employment regarding race, color, creed, sex, or national origin; the President’s Executive Orders # 12138 and 11625 regarding utilization of MBE/WBE firms; the President’s Executive Order 13658 regarding minimum wages on federal funded construction contracts; the Civil Rights Act of 1964; the Davis-Bacon Act; and 23CFR Section 635.410(b) “Buy America” for all iron and steel products permanently incorporated into the work. Bidders must certify that they do not or will not maintain or provide for their employees any facilities that are segregated on the basis of race, color, creed, or national origin.
The successful Bidder and its subcontractors shall comply with provisions of the Davis-Bacon Act and Related Acts. Federal minimum wage laws are applicable to all construction contracts in excess of $2,000. The Davis-Bacon Act stipulates that all laborers and mechanics employed by the successful Bidder or its subcontractors on federally assisted projects shall be paid wages at rate not less than those prevailing on similar construction in the area as determined by the Secretary of Labor.
It is the policy of the Virginia Department of Transportation that Disadvantaged Business Enterprises (DBE) as defined in 49 CFR Part 26 must have the maximum opportunity to participate in the performance of federally funded contracts. A list of DBE firms certified by the SBSD and MWAA is maintained on SBSD’s website (http://www.SBSD.virginia.gov ) under the DBE Directory of Certified Vendors. Contractors/consultants are encouraged to take all necessary and reasonable steps to ensure that DBE firms have the maximum opportunity to compete for and perform services on contract, including participation in any subsequent supplement contracts. If the contractor/consultant intends to subcontract a portion of the services on the project, the contractor/consultant is encouraged to seek out and consider DBEs as potential Sub-contractors/sub-consultants. The contractor/Sub-contractor is encouraged to contact DBEs to solicit their interest, capability and qualifications. Any agreement between a contractor/consultant and a DBE whereby the DBE promises not to provide services to other contractors/consultants is prohibited.

The use of iron and steel products that are produced in the United States is required in on this project. All iron and steel products to be permanently incorporated for use on federal aid projects shall meet the requirements of 23CFR Section 635.410(b) “Buy America” and shall be produced in the United States of America regardless of the percentage they exist in the manufactured product or final form they take.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above. Contractors have the option to purchase an electronic set of bidding documents (Adobe PDF Format) for a $50.00 non-refundable fee or sets of hard copy Bid Documents upon payment of $120.00 (non-refundable) for each set. Checks for Bidding Documents shall be payable to The Lane Group, Inc. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service.
The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
A Pre-bid Conference will be held at 10:00 a.m. local time on October 2, 2019 at the City Municipal Building, 111 East Grayson Street, Galax, Virginia 24333. Attendance at the pre-bid conference is highly encouraged; however, is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
